Theodore Kao | ERPA, EA, AIFA
Ted Kao grew up in Oakland, CA and graduated from the University of California at Berkeley with a B.S. in Business Administration with emphasis in Finance and Real Estate.
Ted co-founded his previous firm with a partner in 1980
and in 1993 formed Pension Benefit Consultants. Ted has extensive experience in plan design, compliance and consulting of retirement benefit plans.

Jane is a member of the American Society of Pension Professionals and Actuaries, a Certified Pension Consultant, and an Enrolled Actuary. She has worked in the pension actuarial consulting arena since 1981 and has been with Pension Benefit Consultants since 1993. Jane has expertise
in plan design, actuarial valuations, and consulting and compliance review of defined benefit and defined contribution plans.

FULL SERVICE ANNUAL ADMINISTRATION
CLIENT REPRESENTATION
PLAN TERMINATION SERVICES
Analyze current employee census data to determine status of continuing and newly eligible participants. Perform participation, coverage and top-heavy testing. Update benefit calculations with current annual data.
Calculate the Required Employer Pension Contribution
and/or provide advice as to the available Employer discretionary contributions. Complete non-discrimination testing. Determine and allocate forfeitures in Defined Contribution Plans.
Analyze the Plan's funding to determine if it is meeting the desired objectives; Review or complete trust accounting. Allocate gain/loss in Defined Contribution Plans.
Prepare annual reports required by the Internal Revenue Service, the Department of Labor and Pension Benefit Guaranty Corporation.
Prepare individual statements of participant accounts/ benefits and participant notices as required by law.
Provide an annual report to the Plan Sponsor, with summaries of trust activity, plan benefits, and copies of
all completed governmental forms.
Secondary review by actuary/consultant.
Prepare and distribute booklets and other employee communication material.
Advise on distributions in the event of death, disability, retirement or termination of a participant's employment, including withholding requirements of the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) and the Unemployment Compensation Act of 1992.
Meet as needed with the Plan Sponsor to explain and answer questions on the operation of the Plan, so that
the Plan Sponsor and each employee will have a full understanding of related Plan benefits.
Plan Examinations by the Internal Revenue Service and/or the Department of Labor including:
• Pre-audit review of the plan
• Preparation of materials to be provided to auditor
• Conference with auditor
Special and Voluntary Compliance Programs - "EPCRS"
• Closing Agreements Program - "CAP"
• Voluntary Correction Program - "VCP"
• Standardized VCP Procedure - "VCS"
• Self-Correction Program - "SCP"
Assist in the adoption of Plan Termination resolutions by the Employer's Board of Directors, Partners, Proprietor, etc.
Prepare Required Notices to Participants and other Interested Parties
Prepare Forms and schedules required by the IRS for final determination letter application
Prepare Forms and schedules required by the PBGC for Standard or Distress Terminations for covered Defined Benefit Pension Plans.
Provide supporting data or clarification in response to questions by the IRS or PBGC.
